Before two month ago also the type of problems was created and that time the transformer was repaired with the support of donations from the households of the area. The transformer repairing responsibility is falls under the west Bengal state electricity board. Today the group of local residents has met with the assistant engineer of the board and after listening the problem assistant engineer has assured to take positive response within a week. But it’s a too strange that for the repair of transformer the local residents has to collect donation. The west Bengal state electric board is known as the better service but how much good service is giving and providing it’s cleared. By seeing the area importance its mandatory to start the repair works immedeatly.in this 21st century also the repair of transformer not possible in 20days is shameful for the board.

TWO ILLIGAL TIMBER CUTTER ARRESTED BY SOUTH SIKKIM FOREST

Two timber cutter from katyang reserve forest area under namthang range of south Sikkim was caught red handed by the namthang range forest office yesterday .according to the news from katyng area lot of complain was coming regarding illegal cutting of trees but due to lack of communication and steep hills cum dense forest no any type of action was success but yesterday with the group of forest officer with the help of one local social worker the arrest and action was make possible and the day is a great day for forest department that two illegal tree cutter named damber Singh tamang and nima tamang of lower kateng was arrested red handed cutting the saguun trees at the area. Forest department namthang range officer Mr. b s tamang,block officer Mr. choden lepcha and Mr. b k Sharma along with forest department hawaldar Mr. dawa lepcha, forest guard bhupen Sharma,sarita chettri,sonam bhutia,durga gurung and anil pradhan along with social worker ashok subba has played a vital role in this success of arrest of illegal timber business. the forest department registering the case under section 20(1),(k),(2),(9)(d),3/55 of sfwc rr(p&p) of act 1988 and was placed before the south district session court .the court has decided to send in judicial custody for fifteen days .according to the news during interrogation the two arrested persons has discussed regarding many names involve in this illegal trade and department has decided to arrest everyone and to take legal action against that persons.

CIC ORDERED FAKE SSC/COI HOLDERS LIST TO FURNISH WITHIN 8 MONTH

After tough argument the chief information officer has ordered land revenue department Sikkim to provide all 3118o fake ssc/coi holders name list within eight month. according to the news Mr. gangaram rai of mamring south Sikkim has appealed before land revenue department to furnish 3118o fake ssc/coi holders name via right to information act 2005.the department has clarify that all the names in one time is not possible to furnish in single time and also asked to furnish the names in stepwise within every week of ending month.mr gangaram Rai has accepted the department request and according to the department decision the department has send the name list four times. But up to four times land revenue department has not cleared the name up to 500 also. So seeing the negligence of the department Mr. rai again appealed before CIC to make arrangement for providing all the fake document holders within three month. department has decided for hearing on 23rd June and between the both party presence CIC has listened both party arguments.mr gangaram rai complainants complain that the department has till today failed to furnish the satisfactory data and demanded to furnish the details within three month.,regurding the matter the SPIO present from the department clarified that in the year 2005 the extensive survey was conducted by the LR/DMD department which resulted 3,15,693 lakh persons having genuine ssc holders and their decendents.but also found 31,300 as doubtful case 2which will be re- verified while considering the other legal descendants born after 2005.as such the department with all good intentions want to ensure that the list finally go to public is fool proof and zero defect. District colloctorate office is re- verifying the list duly cancelling those coi who has obtained through fraudulent means duly following the due process of law. In this matter the CIC was cleared that the verification process carried out by the department earlier seems to have been done in hurry.war renting re verification and as such there is nothing wrong in taking up the re verification process but there has to be a time frame .in the re verification process also the applicants has asked to furnish the list within three month and the SPIO of land revenue asked that the three month time is too short keeping in view of large number of list needing verification and it need minimum six to eight month time .keeping in mind CIC ordered the SPIO land revenue department to furnish complete name list within eight month time.

BDO NAMTHANG THINKS RTI IS A HARRESHMENT

BDO namthang cum SPIO feels the RTI act is a harassment for him .according to the news Mr. madan tamang of palitam busti south Sikkim namthang has asked for some information pertaining to the details of total number of “roof harvesting and community tank” passed by t he department for ratey pani constituency under “national rural water drinking programme” on 23rd April to the SPIO Namchi who is the DDO (south).the SPIO it is seen on the same date transferred the application to the ASPIO cum BDO namthang. Under section 5(4) of the RTI act as the subject matter is directly connection to his area and where all the information is available. But the complainant not received the information in the time period i.e. 22nd may and hence forth complaint under section 18(1) of the rti act b to the commission on 24th may11.after going through the complaint the chief information commission has fixed the date for hearing on 17th June and both party must have to attend in the hearing. On 17th June both party was attend before the commision.on behalf of madan tamang Mr. ganga ram rai of mamring south Sikkim was present on the said hearing.

During the hearing it was ascertained that the information sought by the complaint was despatched on 16th may for which ASPIO has produced the post office receipt but the complainant asked that he has received this information on 31st may only. The complaint was filed when the information was in the transit. in the meantime the ASPIO cum BDO namthang has asked the complainant to come to his office and do the Xerox and collect the information which is wrong, instead the SPIO could have asked the complainant to deposit the amount of fees under rti head and collect the information when it is within the time frame of 30 days. This he has directed to do so in future but for now he has been asked to provide information free of cost within 10 days. In other hand the CIC has ordered the ASPIO not to send letters or information as BDO but under the seal of SPIO/ASPIO.as RTI does not recognised US/DS/BDO/DDO etc but only SPIO or ASPIO.this may be borne in mind in future correspondence.

The SPIO complained that he is facing lot of harassment as the complainant is asking all these information especially when the works are going on smoothly. the SPIO has been explained that the job of SPIO is to provide information sought for by the citizens and should not be taken as harreshment.this is the objective of RTI that any information sought by the citizens it should be provide and that is it.

Huge quantity of fake currency along with one person of malda (west Bengal) was arrested by Rangpo police today. according to the news the denomination of rs 1000=22 notes, and 500=56 notes total rs 50000/= was seized from the person named janardhan sekh permanent resident of kaliachak malda. He was came to Sikkim as a labour and was doing labour works at the under construction beer factory at mulukey east Sikkim under rhenock police station. He was gone to his home on 30th may and while was returning back to Sikkim he has purchased rs 50000 fake currency at rs 25000 /-original notes. He was came back to his work at mulukey on 2nd June and today he was came to Rangpo with some personal work. He was gone to one shop and has asked to give him a change. the shopkeeper has suspect regarding this note and when he has tried to enquiry the person started running .he shouted and with the help of local residents the Rangpo police catch the youth and has started intoroogating.according to the source many labours of the malda area is working as a labour in the mulukey and Rangpo area and all labours are came under suspect.

Due to the heavy dispute raise between the villagers of Rangpo Darjeeling area villagers the new committee of Forest protection committee was not formed.yesturday the meeting was held at Rangpo ground was attended by GJMM national highway committee members named narbu lama,sachin chettri,sagar lama,pirey rai,GJMM Rangpo president Mr. Tara chettri, Panchayat executive Mr. dilip bagdas,bharat chettri, along with shyam mukhia from Darjeeling and the local residents of Rangpo Darjeeling area. several speakers along with Mr. shyam mukhia has given the details of aims and objective, roles cum duty of this committee .as Rangpo and maximum area at national highway 31a is falls under the forest department. Regularisation of the forest land to the residents in the area was seen the main target of the committee. Though the central government has passed the bill on 2005 to regularise the residents living in forest land in their name with terms and conditions but especially in Darjeeling hills this act was not implemented by the cpim government. And this time mamta didi government is come and she has shown a positive response in this issue. so the formation of FRC is important. in other side Mr. saran rai of Rangpo strongly opposing the issue asked that FRC is always formed in Rangpo according to law and regarding the matter the names of the committee was given to the SDO kalimpong and DM office Darjeeling .he blamed that the meeting is pressurising the residents to dissolve the old committee and to form new committee is totally against the act. If local residents want to change the members it is acceptable.FRC is totally non political organisation and is fighting for documents from long terms and politicalisation of this committee may hamper in the issue. After that the dispute raises and without any type of decision the meeting was ended.

ZYDUS SIKKIM UNIT ORGANISED HEALTH CAMP AT WEST PANDAM

Zydus Healthcare organized a medical camp at West Pandam Panchayat Ghar on yesturday. Company had hired two lady doctors for the camp and had specially aimed at providing medical assistance to the ladies and the old people for whom it is not possible to go to the hospital from these remote villages.

In spite of rains about 100 patients from various villages, mostly ladies and old people visited the camp. Rangpo the main entry point of the Sikkim cum developing area in the sector of education and industrial hub is facing problems of electricity and BSNL network. By scarcity of electric current not only the industrial hub are facing problems and loss but every residents citizen, businessman, students are facing problem. Half yearly examination is started and every student has to face this problem.rangpo is known as the hottest area among all the bazaars and town of the state. So by seeing the climate the fan is needed and for this also the current is needed. The foreigner’s registration counter is at Rangpo where every foreigner or foreign tourist has to registered them self. and for registration also the photo copy of passport and visa is needed but if no current how the foreigner shall complete their formalities and what they think in heart regarding Sikkim its a shameful manner. many time local residents has met with the concerned authority and the concerned officers only worried about their problems .but by asking problems no any outcomes came but the original parts and apparatus needed said one of the aggressive power consumer. In one side the power department is compelling to purchase all the items used in power connection in household only ISI trademark. But the power department is actually using the apparatus having ISI mark? It’s a big questioned among power department. In other side BSNL connectivity at Rangpo is also too much bad. from two days today there is no connectivity of bsnl landline and broadbnand.local residents ,along with banks and industrial sector work is hampering .the work at banks of Rangpo is depend upon the BSNL broadband. But broadband is goes to bore band .it’s a boring issue that the broadband network at rang[p is too much worst position. according to the BSNL authorities due to the cutting of OFC cable in the different areas.

Co-ordination meeting on green mission organised by south district forest territorial was held at namthang block administration centre hall .the meeting specially attended by Mrs. monalisha das DFO (T) south district as a chief guest Devi Maya barialy Panchayat president was present as a special guest of the programme. In this historical meeting all Panchayat vice president,secretaries,members ,delegates from ngo and club,shg along with senior citizen and young generation was specially attended in the meeting. The meeting started with the welcome speech by Mr. B s tamang range officer (T) forest department the meeting specially discussed and interact in the chapter of to success the green mission 2011 programme. In the said meeting several resolution was passed and suggestion came from the meeting was believed fruitful. VEHICLES VANDALISED AT PANDAM

Two vehicle vandalisation case was occurred in cheuribhotay in the same night under Rangpo police station .according to the news the maruti vehicle bearing no sk 01-p-6728 ND SK01-P-6014 of yogya nidhi dahal and Mr. rudra Prasad bhattarai was vandalised by plunging stone in and around 8.30 pm.according to the news the local residents has listened broken glass noise but due to heavy rain no one cames outside from their home. Today when it was come to know about the fact the duel has filed an FIR at Rangpo police station .the Rangpo police has started interrogating and incident spot was also shown by the police. But till the news covered no one any arrest was possible. The local residents have requested the administration to start police patrolling in the area and also to set up a police outpost.

National highway 31 a disturbance from two days due to natural calamities has created a huge lose and problem to the industrial and tourism sector along with long route bus passenger, train and flight and patient refer to siliguri from Sikkim for treatment.yesturday at 4 am sudden landslide occurred at near paglajhora has created the problem for nine hours .at 1pm the road was temporary opened .for some hours the road was ok and again the road was closed .today approx after 18 hours again the debris was cleared and. opened at 1 pm.long queue of vehicles was seen at Rangpo check post after opening of national highwat31a.heavy trucks loaded with food grains, petroleum gases, And lpg gases. though the long route bus passengers, train and flight passengers are paying double fare and more time the y are not in position to catch their flight or train and many has miss their flight and train. By seeing the situation it is suggested to install an enquiry counter at Rangpo for giving proper information of the road to the passengers and drivers plying in this route.

PASSENGERS COMPELLED BUS DRIVER TO REFUND OVERCHARGE FARE AT RANGPO

After the problem created in national highway 31 a due to natural calamities the complains of overcharging by the vehicles is also coming. according to the news the bus no wb-76-3590 regular bus service between siliguri and Gangtok has asked in siliguri to the passengers that the main road to gangtok is closed and the vehicles has to reached via lava so every passenger has to pay rs 200/-.believing the version the passenger paid rs 200/-.but the bus was came from the main road as the road was opened. When the bus reached Rangpo the passenger has demanded to refund the excess amount .but driver has refused to return the amount. The two policemen was on the traffic at that time .some passengers has come to the police and requested to enterfare in the issue regarding the refund of excess amount taken by the driver. The policeman has warned the driver to refund money or the action may be taken according to the law. Than only driver has agreed to refund the money and started to refund money in the spot. The passengers have given special thanks to the Rangpo police for taking action.

GUNDA TAX AND DADAGIRI OF SNT EXPOSED

Siliguri and surrounding areas truck drivers and owners associations has completed their homework regarding to file a writ petition at Kolkata high court regarding the Sikkim supervision tax policy of Sikkim nationalised transport department .according to the news the SNT is collecting taxes in the name of supervision tax from the several years .taxes is per tonnes per km basis. For the collection of taxes the round o clock bank is already installed at Rangpo and malli check post .but from several months the SNT has installed a new funda by establishing a tax collection office at 2nd mile siliguri.the associations feels that it’s totally illegal to install a office for collecting taxes in another state. The SNT is collecting the supervision tax from the starting point of siliguri which falls in west Bengal. The association blamed that who has authorised to collect tax of other state by Sikkim state. if SNT has to charge tax than they are authorised to collect for the tax of Sikkim route only not from ssiliguri.approx 80 km road from siliguri to Sikkim is falls in west Bengal area .and for that road also the SNT is collecting supervision tax. The association clarified that its totally like a gunda tax,and dadagiri that Sikkim is collecting tax in other state .in other side the check post authority of SNT at Rangpo and malli is working actively and round o clock bank is also working. Why the office for collecting tax is installed in siliguri no one knows. More than two lakh per month is expending in that office which everyone feels wastage of fund. as the office is open for every day from 10 am to 7 pm and banking hours is also up to 4 pm.the maximum truck shall move to Sikkim after loading only after 7 main prior days many fraud case Of BR and cement was listened from the department .it is suspect that the some corrupted officers of the department has make arrangement for new fraud and corruption case.

National highway 31a was crippled for a nine hour today due to heavy landslide occurs at near 27th mile between tista and lohapool market. according to the news landslide was occurred at that place on 4am started creating trobles.the flight, railway and long route bus passenger along with the patients refer for treatment to siliguri from Sikkim has to face heavy difficulty. Maximum passengers have completed their destination via Darjeeling route which was too much expensive and takes more time to reach. Some of the long route passengers has to cancel their trip due to blockade and has not reach in time at their respective stations. Local youth has also supported the staff of BRO to clear the debris. At 12 o noon the debris was cleared but heavy jam was shown in the highway for the whole day.

SIKKIM GOVERMENT LABOUR DEPARTMENT SENT NOTICE TO INDUSTRIAL SECTOR OF STATE

Sikkim state labour department has also come forward for abolishing the labour contractor policy implemented by the industrial sector and hydal power projects in the state. the department has issue an notification and letter to all the companies and power developer companies regarding 16 point policy to be implemented by the sectors immeadetly and has to send report up to the third week of june.in 16 point issue it is clearly notified that all non government sector in factories,hotals,power projects etc must abolish the system of contractor hiring labourers and appointment must be made directly by the management of project imp empting agencies. Minimum wages act may be implemented in all sector immeadetly .no any company shall compelled the man workers to work more than eight hours .if the company shall engaged the man workers more than eight hours they has to pay overtime according to the state government norms. The department has clearly notified that the discrimination between local and outside employees must be tolerated and similer wages have to be paid to the local and non local employees. The department has also raise voice regarding the safeguard of the family members of the man workers in the health and education sector. The department clearly stated that every industrial unit and power developers have to open their own school and hospital at their unit complex.regurding victimization department clearly notified that victimization at highhandedness on the local employees must be checked and stopped. All private company must implement the employee’s compensation act 1923 and one member of the family has to give employment in die in harness which is required to be imposed in every private organisation. Warehouse of the companies must be construct within Sikkim in terms of the revenue generation.regurding local employment the department notified that only Sikkim subject holders and COI holders to be employed by the industrial sectors and may provide with the insurance coverage. Except this it is also stated that all the construction works, transport works and other business should be given to only locals.

The meeting of SSS was held at Rangpo yesterday and decided to make possible to renovate the ground in favour of encouraging the young talents and children’s of the area. the meeting was attended by SSS President cum SDPO Mr R K Sundas,vice president cup PI Mr Sonam wangdi along with more than 30 members .president Mr. sundas announced that Madhya bharat hydal power projects the power developer company has assured to support in the said renovation .the members seen happy at the time of announcement regarding coming forward by the power developer for renovation. DRESSED CHICKEN SEIZED AT RANGPO SIKKIM

With the special support of malli poultry farmers  huge quantity of illegal poultry chickens entering to Sikkim was seized at Rangpo checkpost.according to the news from the beginning of year 2008  the import of poultry products from outside the state  is strictly banned to encourage and explore the local businessman and poultry growers .time to time the coordination meeting  between animal husbandry   and veterinary service department vs. poultry growers of the state was held and every time it was a complain that after the ban also huge quantity of poultry products are illegally  coming to the market of Sikkim .but department was not serious regarding the issue. Than the poultry growers has decided to check the matter at the entry points of the state. and till this  time more than five times the growers has cached the vehicles red handed at Rangpo check post the main entry point of Sikkim and handed over to the duty authority of AH/VS department. today the vehicle no sk o3-3469 loaded with more than 1000 kg of poultry chickens illegally loaded in the vehicles seized .according to poultry grower Mr. n b pradhan of malli danda the vehicles has shown the challan of fish loaded from siliguri based dealer ROYAL   and has to deliver at the address of kanchan food processing and marketing cooperative society limited Gangtok. But in the challan of fish only less quantity of fish was loaded and more than 1000 kg of dressed chicken was loaded in the said vehicles. The poultry growers has handed over the vehicles along with driver and illegal dressed chicken to the concerned department i.e. AH/VS department. the poultry growers has filed an FIR  at Rangpo police station  for taking strict action against such type of dealer and vehicles who was totally involved in this trade from long time. The seized product market value is more than one lakh.the driver named manoj chettri talking with this correspondent accepted that this trade was running from a long period. Rangpo police arrested two youth from Rangpo check post with huge quantity of prohibited drugs yesterday at 11pm.according to the news two youth coming by foot from Rangpo west Bengal side was checked by Rangpo police in suspect .at the time of checking they has tried to flew from check post but police captured BOTH YOUTH AND BAGS WAS CHECKED .POLICE RECOVERED 915 CAPSULES OF SPEMOPROXIVION and 98 tablet of n ten from the bag of that two youth .tej bahadur chettri (32)and vishal sunar (25) both of ranipool was arrested registering the case under Sikkim anti drugs act 2006.

PANDAM RESIDENTS FACING SCARICITY OF DRINKING WATER

Central pandam, west pandam area along with Rangpo and Majhitar are facing heavy scarcity of drinking water due to lack of rainfall in the area. according to local residents in the beginning of the days the rainfall was started and was believed that this time the rainfall shall occur in time and have not to face scarcity of water but again there is no rainfall .all the water resources is going dry. Students of central pandam senior secondary school are also facing this problem. Though the government has provided collecting system of rain water to every household of the villages but it also depend on rain. Some years ago the state government has announced to provide drinking water from richu khola resources .tender process was also completed and work was also started but till today water is not executed through this work and pipeline. Many time public has tried to know the reason but the concerned department has only given bogus assurance. Such type of work attitude of the department has proved how much the department is working positively for the general public.

RETD TEACHER OF RANGPO SIKKIM MR D R THAPA PASSES AWAY

Mr D R Thapa who has given whole life in the teaching of the students in the Sikkim passes away. According to the news 60 years old late thapa was admitted to ICU at manipal hospital Tadong on 7th august in a critical condition due to high blood pressure. On 10th august he has left the world. Behind him he has left his wife Mrs. bavy thapa,two sons abinash and abhisek along with four brothers and three sister. Birth on 17th November 1950 he was appointed as a substitute teacher in the decade 0f 70 at Rangpo primary school he was appointed as a permanent employee of education department in 1981 and was transferred to Duga junior high school .till 1982 he was at Duga and then transferred to Rangpo high school. Till 1995 up to 13 years he has provided his service at Rangpo and then again transferred to Dodak School west Sikkim. Again in 1998 he was return back to Rangpo secondary school and again provided the service till the end of 2003.on 2004 he was promoted and was deputed as headmaster of Shapley sardarey secondary school. He was at Shapley till 2006 and at the end of the 2006 he was again transferred to boring secondary school as a headmaster and retired on 3008 from Borang School. After retirement also he was giving the education via tiny tot’s school as a principle and till date he was a principle of that school. During his school duties he has done a tremendous job in the national interigity .in Rangpo school he was the founder of scout and guide also. In 2009 he was felicitated by the independence day celebration committee Rangpo for providing lifetime service in education sector also.
