It has been learnt from the RTI reply furnished by the Department of Forest ,South, in response to  the RTI Application filed regarding the construction of Brick Footpath from Damthang to Tendong , South Sikkim.

That the department has furnished the estimated cost of above mentioned work is Rs.22,00,000.00 ( Twenty Two Lakhs).

But going through M.B (Measurement Book), the record says the department has drawn Rs.8704846.00.

Due to the heavy rain last night at singtam area the safety wall constructed opposite to lal bazaar collapsed has created danger to the residents of lal bazaar area. more than 25 houses is seen in the critical condition as either the wall is totally collapsed or some parts cracked .according to the residents of the area they has not sleeped from last night feeling unsecured due to the safety wall collapsed. today nagar Panchayat president Mr. saran pradhan along with vice president mrs bishnu maya shrepa,councillors ram naresh Prasad,anita kumari etc has visited the spot and assured to take positive innitiaves .area mla Mr. am Prasad Sharma talking to the correspondents clarified that the government is too much serious regarding the safety of the residents of the area.NABARD has sanctioned the money for the said safety wall and tender process is also completed .after the rainy season the safety wall construction works shall start. For immediate repair the concerned department has sanctioned rs two lakh for repair works. In other side it was also come to know that the senior officers team from the irrigation, flood control, district colloctrate office has also visited the spot .

State animal husbandry and veterinary service department has started the ectoparasiticidal spray programme at singtam bazaar after occurring the pigeon death in the area. seeing the proliferation of insects and other ecoparasites at the entire nests were the pigeons are living at singtam .a team of Para veterinarian from sirwani veterinary hospital are deputed for this work till the complete elimination of blood sucking ecoparasite supposed to be the main cause of alimenting pigeons dwelling at singtam.with the special support of Sikkim motors transporters association singtam president Mr. tinku adhikari,vice president Mr. Mohan lal rai,general secretary Mr. norden tshring tamang,office secretary Mr. bhaichung tamang,Sikkim bihari jagran munch singtam president Mr. pradeep Sharma and fire department singtam after taking permission from the three house named food godown singtam,trivedi store and choppel lepcha house cleaned all the areas used by pigeons for shelter .in singtam food godown the team cleaned second floor where pigeons in large number come daily to scattered grains. The floor seen empty, very old and mucky almost piled with pigeons faces. it was observed that pigeons while taking feeds use to be shaky and ruffled their feathers so parasites come down from their body in large numbers which was feel totally unhygienic for the human being who consumed such type of food grains. when dr d s tiwari joint director of the department raised the questioned regarding the matter with the food inspector Mr. karma bhutia Mr. bhutia asked that they has shown several times such type of sick and dead pigeons but due to lack of staff it was impossible to clean. After cleaning the all three houses the medicine was also sprayed at the roof and shelter of pigeon in the singtaam .dr d s tiwari talking to this correspondent asked that this type of work shall do regularly at singtam market for some days. The local residents feel to organise the mass awareness camp at singtam regarding the matter.

NEW TECNOLOGY OF CULTIVATION WAS EXIBITED AT MAJHITAR FARM

The horticulture farm at majhitar east Sikkim has developed the new technique named drip irrigation technology for the cultivation of tomato .Mr. j n giri giving details about this new technique asked that for the tomato cultivation the water must be given in the root only. Single drop of water dropped in the steam or leaf shall disturbed in growing the plant and shall covered several type of diseases which cause no tomato in the plant. This technology must be implempted only in green house. Some days ago while in Kathmandu visit he seen this type of technique and has decided to test this technology in the home state. after returning back the technique was developed and seen 100%sucess.this time this technique is in single peace and in only have at majhitar farm.mr giri feels it’s a good technique and shall provide special support to the cultivators of tomato in the state.mr giri giving details regarding the majhitar horticulture farm asked that it’s a modal farm in the state. This farm or nursery is used as research and trial centre for the new technology and cash crops, fruits and vegetables. The Sikkim government has targeted the Sikkim to make organic and self dependent state for which the state government is working and given special emphasize to the farming. Several types of seedlings are already purchased from the Thailand and are planted at majhitar farm. If success more saplings shall be purchased for the farmers of the state. Except this work this farm is active in the nursery also. More than one lakh sapling is produce by this farm every year like orange sapling from 40 -50000 piece,guova hybrid culture 4-5ooo,papaya sapling-20000,banana through tissue culture -50000 every year and is going throughout the state .

At every Thursday without any fail the cylinder is distributing regularly in time. According to the norms the consumers have to produce the blue book to the staff of nsky.many fake blue book is seen at Rangpo. -A daylong meeting was organized by Sikkim Motor Transport Workers Association, singtam branch at Marwari Dharmasala .The main objective behind this was to aware all the populace of Singtam regarding the impact of griminess of bazaar & surrounding with the result of ailment in human & livestock health. As at the moment pigeon’s death is one of the example.

The meeting was presided over by Dawa Sherpa & conducted by Shri Mohan Paradhan president Basibihalo samity. The Meeting was started with the welcome address of Bhaichung Tamang followed by address of Shri T.P Pradhan wherein he expressed about the chocked drain & water logging condition due to slow & incomplete work at Singtam is supporting the breeding of insects like mosquitoes & other ecto- parasites. On top of this old houses with celling rather difficult to come within reach for sanitization are also advantageous for insect breeding he added. He suggested the house to call house owner for next meeting, so that they could be aware for adopting hygienic measure while keeping pigeons. Beside he also informed the house on monkey menace at sigtam He also suggested the entire participant to extend all possible help to Para Vet of VH Sirwani while going through control & containment work on pigeon death. Next to him R Bhutia highlighted on sick pigeons collected near to her house were virtually covered with ecto parasite She suggested that all the social organization of Singtam has to extend all possible help to the concern Department to root out the causative agent permenantly. After studying their thriving mode all the intermediary factors like faeces, waste & dirt from their nest should be regularly removed. In this context house owner should be advised. She also spoke on social evil like substance abuse in youngster, drug peddler along with irregularity in scheming these vices by the concern agency. After this Tenzing Sherpa SDF convener East Distt.expressed gratitude to driver association on taking attention on such social problem of sensitive nature. He also highlighted on drinking water problem in Sigtam. Presently singtam dwellers are compelled to drink dirty water In this regard he requested Health Department to analyze the status of drinking water. If some chances are there to treat this water PHE Department must take interest on their obligation, he added. Speaking on Drugs addiction /trafficking problem, he suggested organizing association to aware all of their friends not to indulge in such evils of our society. After this Mohan Pradhan spoke on SBS Singtam with no updated system for smooth functioning He also highlighted on increasing congestion in singtam due to densely populated area with lack of expansion areas. Subsequently lack of parking area for vehicles now at Singtam is burning problem to be looked into. He also highlighted on Nepali Dharma Sala with no finishing work till date indicating our social statusas as of now Singtam is having well-furnished Marwari & Bihari Dharmasala but in this juncture Nepali Dhrmasala is taking years together for finishing work. So if we fail to realize now then we can never realize about our lacking later he added. After this Councilor Ram Neresh informed the house on illegal stocking of animal skin at Goli Tar. He also requested AH department to streamline meat inspection for quality control on regular basis. He suggested for imposing Cash memo system for meat shop so that consumer should get meat as per Government rate. Asfter him Councilor Anita Tamang also highlighted on the need of social awareness on health sector, human resource development, drinking water and maintaining hygiene in bazaar. Due to the lack of sanitation of houses where pigeons are dwelling at Singtam insects breed to such an extent, that in broad day light we are observing agony in living creature like pigeons. Although AH Department is adopting all possible measure in control & containment line up, even then we need to cooperate them in doing this difficult task of spraying at the pigeons nest. Beside she also highlighted on the need of improvement in school & hospital sanitation & hygiene.seing the increase in infiltration of human population every day in Sikkim we all have to be very allot to prevent our self from immerging diseases like bird flu, swine flu etc, she added. After this Tinku Adhikari also highlighted on drug addiction problem at Singtam.youth on account of disappointment with no reason & indulge in substance abuse eventually they fail to analyze the value of their own life. So for peaceful & healthy life we need to eliminate such social evils & his association is always ready to help in this area, he added. After this resource for the day Dr Tewari drew the attention of entire participant on the need of social awareness civics sense to initiate massive programme on cleanliness drive to remove all types of insects from the nest of pigeons. As visualized by our HCM Dr Pawan Kumar Chamling we have to work for organic Sikkim & using too much chemical may hinder this mission. So temporarily department is using Ectoparsiticidal spray but permanent solution is maintenance of sanitation &hygiene of each house at Singtam. Sanitary measure is not meant for controlling only one type of disease but also for healthy living we have to take proper care of sanitation and hygiene. So PHE, UD& HD, Police Department Food &civil supply Department after all have to work for sustainable progress of Singtam without effecting environment & biodiversity. He informed the house about the investigation undergoing at DI Lab for identifying the invitro changes in pigeons due to parasitic attack. Different organs may be observed for pathological changes in dead birds. Similarly DI Lab will also work on species specification & on study of life cycle of this ecto parasite. After this Dawa Sherpa sum up the deliberation of the entire speaker. He stressed on the needs of active cooperation to the personnel engage in control programme of pigeons at Singtam. Cleanliness drive, control in drug addiction & trafficking, proposal for new construction of car parking, in health sector &education he suggested the house to undergo follow-up action. Jointly all the organization has to work for all round development of Singtam & each time govt. mission should be on priority he added.

TEN DAYS LONG SILK FARMING TRAINING ENDS AT RORATHANG

ACCIDENT CLAIMED ONE DEAD THREE INJURED AT SOUTH SIKKIM

The vehicles accident at near turung south Sikkim claimed one dead three injured .according to the news the i-con vehicle bearing registration no WB74-U-9399 coming from namthang south Sikkim to jitlang east Sikkim yesterday at 7.30 pm suddenly uncontrolled at kasurey golai near turung plunged 50 metre down from the road. the local residents rescued four passenger along with driver from the vehicle in a serious condition and taken all the injured persons into namthang primary health centre. The medical team at namthang phc declared Mr. dawa tamang dead. The police sent the deceased for post-mortem to namchi district hospital .after autopsy the deceased body was handed over to the nearest family members. The other three injured person named rohit tamang, his wife and driver rattan Prasad after medical treatment at namthang phc was referred to namchi district hospital. the police has started investigation regarding the incident.

The first lot was installed yesterday at near police traffic, near axis bank and opposite to l n cable where everyday heavy garbage’s was seen in the open sky thrown by the local residents.rangpo nagar Panchayat has appealed all the house owners, residents of that area to throw the garbage in the garbage bin only. By seeing the health sector and tourism sector and as it’s a main entry point of the state the decision of Rangpo nagar Panchayat is feeling best. According to the news more than 100 garbage bins is targeted to install in the area.

At every district one school shall built as modal school. SCHOOL HEAD COORDINATION MEETING WAS HELD AT REGU BAC

coordination meeting was held at Regu BAC Conference Hall at Rongli on May 24 where different agendas regarding academic, SSA grants for the year 2011-2012, HCM’s visit and others were discussed. The program was attended by Chador Bhutia, Assistant Director HRDD, Regu BAC and Head Masters of 36 Schools along with CRCs under Regu BAC.
Chador Bhutia informed all the school heads about the about the training of the teachers for the better education system in Sikkim. He said those teachers who had completed CPE, Crash courses and 42 days training has to undergo Diploma in Elementary Education, a two year correspondence course. While the newly appointed teachers and the untrained teachers should undergo regular In-service Training by 2015 with 50 % basic pay shut down. He further said the deducted amount would be used for the salary of the replaced Adhoc teacher in their place. The training is mandatory for teachers below 55 years, he further said.
Financial assistance in medical studies for the students of the teachers was also announced. Effective implementation of CCE and lesson plan/lesson diary mandatory for teachers was also talked. Bhutia told he had visited 21 schools so far and he finds Lok Dara School making an impact in CCE system under Regu BAC.
Talking about the Mid Day Meal Scheme, Assistant Director instructed the school authority to display mid day meal menu chart on the notice board. It was also directed to form a Mother-Teacher Association to check the quality of the mid day meal. It was further informed to the head of the schools to maintain records of mid day meal in register copy. SSA Grant for all the schools was also presented on the occasion. An amount of Rs 500 given for Teachers Grant to afford Teaching Learning Materials while for major School Maintenance Grant, Head of the school should discuss with the SMC members was also told.
Information on registrations of schools under HRDD, Government of Sikkim should be informed to the department, Bhutia added. He further said On Duty Leave for teachers and Head Masters should have sufficient reasons. Additional teachers and additional infrastructure for the school should be based on per sanction strength and enrollment, added Bhutia. He praised the effort of Prakash Poudyal, Mina Sharma, Leena Chamling and Krishna Dawari, CRCs for their dedication and requested the gathered Head of schools to cooperate with them. Bhutia further said Prakash Poudyal and Krishna Dawari are the pride of Regu BAC in reference with their performance in CCE.
AD said strict action shall be taken against the teachers who are regarded as unfit as per circular issued by the Department. On the completion of 100 days target on July 31 2011, performance reports of every school should be prepared, he urged. CM’s visit to Chujachen constituency on June 13-14 and June 20 was also informed at the end of the program.

The leopard cub was found at mamring south Sikkim yesterday in injured condition.acccording to the news the local residents has shown this injured animal in the field at mamring in injury position. They has informed the forest officials .the forest team was came and rescued the cub in the injured condition.according to the local residents and animal lover this type of animal is surplus shown in the state. it is suspected that the cub was came to that place for in search of water and has drunken the poisons water float from the several industrial units in the hydren .

BPL CARD ISSUED BY THE FCS DEPARTMENT SIKKIM IS UNDER SCAM

This is for your kind information, that 03/05/2011 , I had filed a RTI application asking the information that whether the BPL Card issued by the Food and Civil Supplies is enough for availing the benefit of Health Department.(RTI Application attached)

The department furnished ,that the BPL Card issued by Food Department is not enough to get benefit from Health Department. The applicant has to submit the certificate of BPL issued by DESME.(Reply attached)

Now, the question arises,

1)why the BPL card issued by Food Department cannot be entertained as proof of BPL in Health matter?

2) Do health department thinks the CARD issued by Food Department are forged?

3)Do people under BPL has to obtained BPL certificate from every department ?

4)Will the authority explains why there is no co-ordination between the govt. agency themselves ?

5) Which department’s certificate is valid and acceptable to all department in case of BPL proof

MOU SIGNED BETWEEN SICB AND ACE IN SIKKIM

A memorandum of understanding is signed between the State Institute of Capacity Building (SICB) and Amos Chhetri Enterprise (ACE) on 27th May 2011 for undertaking the Integrated Industrial Workshop on Food and Beverage Services at Karfectar and Kolkata for 15 and 30 days respectively. The SICB earlier selected 50 trainees from South Sikkim for undergoing the above training. All the trainees will be placed at Specialty Restaurant Limited at Metro Cities in India and abroad with a minimum earning of 6,500/- per month with Insurance, Medi-claim, and Provision Fund provisions. The trainees will also be provided free food during working hours.

The specialty restaurant will again take batch of 50 trainees after 45 days. Therefore, the SICB has started contacting the panchayat and the other agency to inform the eligible candidates. The minimum qualification required for undergoing this training is class VII passed and above between the age group of 18 – 23.

NATIONAL HIGHWAY 31A BLOCKED FOR 3 HOURS DUE TO BRIDGE COLLEPSED

National highway 31A was disturbed for an three hours due to sudden damage of tarkhola bridge today eight km from Rangpo towards Rangpo –siliguri route at 8am.according to the news at 8 am today in the morning the truck no sk03-0890 plying from siliguri to Gangtok loaded with cement when reached at the middle of tarkolha bridge suddenly bridge was collapsed from the middle and truck was hanged between the collapsed area. From 8 am all type of vehicles started plying via an alternative rough single way route to complete their destination. As the said rough route was single way heavy jammed of vehicles was seen on both side of the road border roads organisation taking initiatives’ started working and started installing iron plates in the damaged area. From 11 am the national highway 31s was restored temporary basis. According to the BRO permanent solution of the said works takes some time. According to the news forth time within the four year the said bridge is damaging from different places.
